Asbestos in Dutch buildings — what the law says

Asbestos has been banned in the Netherlands since 1994. But it is still present in an estimated 1.5 million buildings. Dutch law requires an asbestos inventory before any renovation or demolition work on pre-1994 buildings — without exception.

Renovation obligation

An asbestos inventory is legally required before any demolition or renovation work on buildings built before 1 January 1994.

Fines up to €30,000

Municipalities and environmental services have significantly increased enforcement since 2024. Non-compliance can result in substantial fines.

What is the difference between the Household Dust Test and the Material Tests?

The Household Dust Test analyses the dust and air in your living environment for asbestos fibres — no material needs to be removed. It is ideal if you want general peace of mind or suspect fibres are present in the air. The Material Tests (Group 1 and Group 2) analyse a specific piece of material to determine whether it contains asbestos. These are used when you have identified a suspect material and need a definitive result — for example, before renovation work.

What is the difference between Material Group 1 and Material Group 2?

Material Group 1 covers firmly bonded, non-friable materials — meaning the asbestos fibres are locked into the material and are not easily released. Examples include floor tiles, roof panels, facade cladding, and window putty. Material Group 2 uses an extended analysis method (VDI 3866 Part 5, Annex B) with a lower detection threshold — suitable for materials where a more precise result is required, such as insulation, sprayed coatings, pipe lagging, and ceiling plaster. If you are unsure which applies, the product descriptions provide further guidance.

Can I take the sample myself?

Yes. Every kit includes a detailed step-by-step sampling guide and a sealed sample container. You take a small sample of the material yourself, seal it, and return it using the prepaid shipping label. Please note that protective equipment (gloves, mask, safety goggles) is not included in the test kit — it is available separately as our Sampling Protection Kit. For Material Group 2 materials, we strongly recommend using appropriate protection during sampling to minimise fibre release.

What does the SMF add-on mean?

SMF stands for Synthetic Mineral Fibres — synthetic fibres such as glass wool and rock wool that are sometimes found alongside asbestos in older insulation materials. The SMF analysis is an optional add-on to the material tests. If you are testing insulation or similar materials and want a comprehensive result covering both asbestos and synthetic mineral fibres, you can add SMF analysis to your order.

Is this test sufficient for legal compliance in the Netherlands?

The IVARIO lab report is a professional laboratory document that identifies the presence or absence of asbestos in a sample. It is suitable for personal documentation and as a first step in the assessment process. For full legal compliance under Dutch renovation law, a complete asbestos inventory by a certified inspector (SC-540) may additionally be required depending on the scope of your project. Please verify the requirements for your specific situation.

How long does it take to receive my results?

Standard analysis takes 7–10 working days from the moment your sample arrives at the laboratory. Express analysis is available for most tests and reduces turnaround to 3–5 working days. Results are delivered digitally via our analysis portal — you will receive a notification as soon as your report is ready.
